The Government of India has amended the Vegetable Oil Products Production and Availability (Regulation) Order, 2011 through the Vegetable Oil Products Production and Availability (Regulation) Amendment Order, 2025. The amendment was notified on 1 August 2025 and came into force on the date of publication in the Official Gazette.
Key Changes
The amendment updates registration, reporting and inspection requirements for producers of vegetable oil, vegetable oil products and solvent-extracted oils.
Registration: Producers intending to manufacture, stock for sale or offer these products for sale are required to apply to the Director, Directorate of Sugar and Vegetable Oils, and obtain a registration certificate.
Monthly returns: Every producer must submit a monthly return by the 15th day of the succeeding month. The return covers raw materials received and used, products manufactured, sold, imported or exported, stocks held and other specified production information.
Inspection powers: The Director, nodal officer or an authorised person may inspect premises, records, vehicles and vessels connected with production, supply, distribution, import and export. They may also examine discrepancies between actual production or sales and the information submitted to the Directorate.
Updated registration forms: Schedule I now contains the revised registration application, including unit details, installed capacity, FSSAI registration/licence information and plant and machinery details. Schedule II provides the revised registration certificate format.
What Producers Should Do
Vegetable oil manufacturers should review their registration status, ensure monthly reporting systems are in place, and maintain accurate production, stock and raw-material records to meet the updated requirements.
The amendment primarily strengthens the regulatory framework for registration, data reporting and verification of vegetable oil production and availability in India.
