India’s village development plans prioritize scores over local needs

India’s “Atmanirbhar Gram Panchayats” initiative is increasingly dependent on quantitative indicators and digital reporting, which may not accurately reflect the actual priorities of villages. The Panchayat Advancement Index, for instance, uses around 150 indicators across nine themes, while Gram Panchayat Development Plans are intended to guide local development.

Digital tools could be more effective if they assisted Gram Sabhas in addressing local concerns such as water security, agricultural storage, women’s safety, healthcare access, and local livelihoods. Measuring reported Own Source Revenue without assessing actual resource mobilization risks rewarding compliance over capacity. True village self-reliance requires Gram Sabhas to define their economic and social priorities, with government schemes and technology serving as support rather than dictating choices.
