Eastern Africa experienced 6,227,072 internal displacements across nine countries in 2025. Conflict was the primary driver, causing 4,730,816 displacements (76% of the total), while climate-related disasters, mainly floods, triggered 1,496,256 movements (24%).
Sudan, South Sudan, and Ethiopia were most affected, accounting for 87.5% of all displacements. Floods were responsible for 69.2% of disaster-related displacements, damaging infrastructure and forcing communities to relocate. The region’s climate was highly variable, influenced by ENSO, IOD, MJO, and tropical cyclones, leading to uneven rainfall and above-average temperatures.
Food insecurity affected approximately 42 million people across six IGAD Member States. Climate impacts exacerbated health risks, water scarcity, and ecosystems. Displacement also intensified social and security pressures, including competition over resources and increased gender-based violence.
